What is the difference between them and the people who are labelled as guests then? can they sign in as guests?

Wow. I missed this thread completely.

Guests are simply unregistered members (or anyone not logged in but browsing the forum). You can set your preferences to show you up as not logged on, and I believe as a guest instead, but Im not sure why anyone would want to be so secretive about whether or not they're online...

Anyway, old bump but eh.
