Its called Shibuya-Kei; a combination of jazz (bossa nova in particular), J-pop and electronica. There's a few albums on the review blog, and I expect more will follow before too long. I have "Hi-posi" and I expect if I ever find it, "Chappie" will get reviewed too.

That was the video for her music, though you aren't far off. She's heavuily influenced by classic children's stories (Wizard of Oz, Alice in Wonderland, that type of thing) and she did some work for Plus-Tech Squeeze Box, who in turn did a lot of music for Spongebob Squarepants in between albums.
